John Dougherty, a former influential Philadelphia labor leader, was sentenced to six years in prison for bribery and embezzlement. Dougherty, 64, was convicted of using the electricians' union funds for personal expenses and providing jobs for family and friends, stemming from a 2019 indictment. He also bribed a City Council member to further union interests. Despite his actions, Dougherty apologized in court and acknowledged his misconduct. He expressed regret and took full responsibility, while his supporters, including his brother, Pennsylvania Supreme Court Justice Kevin Dougherty, and other political figures, highlighted his charitable works and dedication to the union.

Judge Jeffrey L. Schmehl recognized Dougherty's positive contributions but emphasized his loss of integrity and responsibility. Dougherty must report to prison by September 4, with restitution still undetermined. Prosecutors requested he repay $2.1 million to the electricians' union and argued for a 14-year prison term due to his systematic fraud and the impact on Philadelphia citizens. Assistant U.S. Attorney Frank Costello highlighted Dougherty's lack of remorse and abuse of power, which allowed him to act without question and threaten retaliation against perceived disloyalty.

Dougherty's political influence was significant, directing substantial union campaign contributions, including supporting his brother's election to the state's high court. Federal prosecutors alleged Dougherty used union funds for various personal expenses and arranged for his friends and family members to be on the union payroll. Additionally, Dougherty was convicted of bribing City Council member Bobby Henon, resulting in Henon's 3.5-year prison sentence. Henon delayed a lucrative contract for Comcast Corp. under Dougherty's influence. Despite Dougherty's conviction, his lawyers highlighted his work for the union and his role as a caregiver for his ill wife, with his daughter pleading for home confinement.
