Uttarakhand NRIs Propel Development in Adopted Villages Through MoUs

Non-resident Uttarakhandis have taken up the mission of transforming villages under the "Adopt a Village" initiative, presenting comprehensive development plans to the state government. This programme stems from a discussion between Chief Minister Pushkar Singh Dhami and NRIs in March 2024 and will be a central theme at the Pravasi Uttarakhandi Sammelan, scheduled for January 12 in Dehradun.

Chief Minister Dhami stated, "We are creating a detailed development blueprint based on the suggestions of NRIs, aiming to turn these villages into exemplary models of progress that can motivate other migrants."

The programme has drawn participation from several NRIs. Dev Raturi, based in China, is concentrating on solar-powered lighting and creating job opportunities in Tehri's hospitality sector. U.S.-based entrepreneur Shailesh Upreti has launched projects in Almora. In Osla village, Uttarkashi, UAE-based Vinod Jethuri is initiating skill training programmes, while Girish Pant from Pithoragarh focuses on education and promoting local products in Bujet and Barsayat villages. Dr. A.K. Kala from Thailand plans to assist talented students in Pauri, and Neeru Adhikari from the UK has proposed kiwi cultivation and skill development ventures in Nainital and Dehradun.

This initiative seeks to foster comprehensive development in the selected villages by leveraging the knowledge, expertise, and financial backing of Uttarakhandis living abroad. Participation in the programme is voluntary, with migrants free to choose a village of their preference. The state government is working alongside these NRIs to outline a 2–3 year development roadmap.

Under the plan, memorandums of understanding (MoUs) will be signed between NRIs and local authorities, with district officials monitoring progress. Key areas of focus include education, internet connectivity, scholarships, entrepreneurship, and skill-building. Construction activities will only be approved when absolutely necessary.
