Cupertino, California, USA: The Cupertino City Council has officially selected Tina Kapoor as the city’s new City Manager, confirming the interim responsibilities she has been handling since May 2025.
The council reached a unanimous decision during a closed-session review on November 17, and her appointment took effect immediately. In her expanded role, Kapoor will manage the city’s day-to-day operations and implement the policies set by the council.
Mayor Liang Chao praised Kapoor’s strong background, dedication, and leadership qualities, noting that she has been a reliable partner throughout her interim service.
Kapoor expressed gratitude for the council’s confidence, saying she looks forward to continuing her collaboration with city staff, elected leaders, and residents to uphold service quality while contributing to Cupertino’s long-term goals.
With nearly 25 years of experience in local government, Kapoor has worked in several Bay Area cities, including San Jose, Fremont, and Cupertino. Since joining Cupertino’s administration in 2021, she has served in multiple roles, such as economic development manager, deputy city manager, interim assistant city manager, acting city manager, and interim city manager.
Earlier in her career, she contributed to business development, downtown revitalization projects, and workforce development programs in Fremont and San Jose. Her professional accomplishments have earned her recognition as a Woman of Influence by the Silicon Valley Business Journal.
Kapoor, who moved to the United States from India in 1999, is the first Indian American to lead Cupertino as City Manager. She holds a Bachelor of Arts degree from the University of Delhi and has also studied at Ohlone College.
