Cheyenne City Council to Discuss Paid Parking, Annexations, and More

The Cheyenne City Council will soon deliberate on several key local issues, such as implementing paid on-street parking, annexing the North Range Business Park, and expanding the Downtown Development Authority (DDA) district. These items have already been reviewed by the city’s Public Services Committee and will now proceed to the full council for approval. The proposed paid parking program aims to address concerns from downtown workers about current two-hour parking limits and would be overseen by the Cheyenne Police Department, with revenue used for city enhancements.

The North Range Business Park, spanning nearly 837 acres and housing significant facilities like Walmart’s distribution center and Microsoft's data center, is set for annexation following its recent contiguity with Cheyenne’s city limits. This move follows the Project Equality annexation and involves agreements with the Cheyenne Board of Public Utilities (BOPU). According to state law, properties over 40 acres require written consent from landowners for annexation, which has been secured. Council member Pete Laybourn emphasized the annexation's value, with an assessment to be presented by the Director of Planning and Development.

Additionally, the council will consider expanding the DDA district to allow more property owners to petition for inclusion, which could increase mill levy collections. The expansion aims to create contiguity for a nearby property owner desiring to join the district. While the immediate addition would not generate extra funds since the property is city-owned, it would enable more property owners to benefit from being part of the DDA district, thus enhancing overall participation and funding.
