Engineering consultant John France, who investigated high-profile dam incidents, emphasizes historical engineering limitations and evolving urban landscapes as contributing factors. Regulatory improvements aim to enhance dam safety, though substantial funding gaps persist, with estimates suggesting a $34 billion investment needed for crucial upgrades nationwide.

Despite challenges, proactive measures like enhanced inspections and regulatory oversight offer hope for mitigating risks. However, funding constraints and regulatory complexities continue to challenge efforts to ensure the safety of America's ageing dam infrastructure.
