North Carolina Governor Finalizes Legislative Review Signs Majority, Vetoes One

North Carolina's Democratic Governor, Roy Cooper, completed his review of legislative bills by signing twelve into law and vetoing another, as the Republican-led General Assembly's session concluded.

In Raleigh, Governor Cooper took action on the remaining bills sent by the General Assembly, approving measures that allocate $68 million for childcare grants, ensure promised teacher raises, and reinstate procedures for expunging dismissed or acquitted criminal charges.

Governor Cooper faced a deadline set by the state constitution to act on fourteen bills, vetoing one unanimously approved bill that dealt with court document formatting. His veto cited concerns over potential legal ambiguities in eviction processes, which could adversely affect low-income residents' rights to appeal in court.

With Republicans holding majorities capable of overriding vetoes, the fate of these legislative actions remains uncertain. The General Assembly plans intermittent meetings throughout the year, making override attempts challenging if key legislators are absent.

Governor Cooper allowed an annual "Regulatory Reform Act" to pass without his signature, noting its contentious provisions related to the North Carolina Railroad's governance. Criticizing what he called an unconstitutional power play, Cooper highlighted both positive reforms and contentious legislative overreach.

Additionally, Cooper signed budget-related bills ensuring a 3% raise for public school teachers and extending childcare grants. He urged further investment in education and highlighted new laws tackling sex exploitation, alcohol regulation, and criminalizing extortion.

Recent vetoes by Cooper addressed issues including vehicle regulations, housing policies, state building codes, and cryptocurrency payments, reflecting ongoing legislative debates and gubernatorial priorities in North Carolina.
